The functions of the Employment & Welfare Section are primarily:
- Promote employment opportunities for Sri Lankans
- Settlement of disputes arising out of nonpayment of wages
- Looking into issues related to harassment/abusing
- Holding inquiries into complaints on breach of employment contracts
- Liaising with host government authorities such as Police, Ministry of Manpower, Immigration and Prisons
- Visits to Prisons, Hospitals and other Institutes related to labour welfare matters
- Attending to inquiries held at Ministry of Manpower and Courts
- Providing counseling services
- Attending to workers who are ill and also assisting them in the event of repatriation
- Verifying contracts that enable employers to recruit workers directly and contracts signed by registered agents and employer
- Application procedure for Direct Employment Contracts:
Employers who wish to employ a domestic worker on a direct employment contract have to make and application to the Ministry of Manpower and obtain an In-Principle Approval (IPA). They also have to comply with other Ministry requirements such as Insurance, Banker’s Guarantee etc.
Assistance for settling grievances and complaints of Migrant Workers
Entertaining grievances, complaints of migrant workers and intervention for settlement is one of the main tasks of the Employment & Welfare Section of the Mission.
If you encounter any form of difficulty at your work place, i.e. non-payment, underpayment, Physical harassment, sexual harassment, over work, excessive work, lack of communication with NOK, breach of contract, work stoppage without a justified cause, runaway domestic workers, runaway non-domestic workers from work place, lack of food/proper quality food, accommodation issues at work place, medical issues, sickness, etc. you can contact the Employment & Welfare section of the Mission for assistance.
The officials at the Employment & Welfare section will assist you in a transparent and speedy manner to address these issues for solution within the legal system of Malaysia.
You can make your complaints to the High Commission, by visiting, through a representative, NOK, or by any mode of communication, telephone, fax, and email etc. Relevant Recruitment Agencies in Sri Lanka, Foreign agents, sponsors, Trade Union, NGO, SLBFE, Ministry of Foreign Employment, and Ministry of Foreign Affairs etc. also can make complaints to the Mission, upon which the Employment & Welfare section would take action. The Employment & Welfare section is also to take action on issues reported by the media or any other reliable sources which merit investigation.
A migrant worker who seeks assistance from the High Commission on non-payment/under payment of due salaries is required to provide relevant details of the officials responsible for HR/Financial sections of the company/agency/entity for expeditious action.
A Sri Lankan migrant worker based in Malaysia who seeks assistance from the Mission should have prior-registered with the SLBFE. Labour issues of those who had not been registered with the SLBFE will be attended only on instructions from the SLBFE, and the officials at the Employment & Welfare section of the Mission cannot be held responsible for the delay in attendance on such cases.
In this context, all migrant workers are advised to be registered with the SLBFE before arriving in Malaysia for employment purpose.

SLBFE Registration of Migrant Workers
Every Sri Lankan migrant worker, who leaves the country for a foreign employment should be registered at the Sri Lanka Bureau of Foreign Employment (SLBFE) prior to departure. Approximately SLRs 18,000.00 will be levied for SLBFE registration.
A migrant worker, who is not registered with the SLBFE, is not entitled to any coverage/benefit provided by the SLBFE at any given situation. Please visit the SLBFE website: www.slbfe.lk for information on the benefits availed for the migrant workers.
SLBFE Registration is valid for a period of two years and the worker could renew his/her registration at the High Commission upon expiry of the registration paying relevant renewal fee.
In the event of the domestic/non-domestic worker is continuing with the same sponsor after completion of two year contract period, she/he will be charged only Rs 3200.00 (Equaling amount of Ringgit) for renewal of the SLBFE registration. However, this does not apply for a domestic/non domestic worker, who is starting with a new sponsor after completion of the contract period, and such occasion Rs 15200.00 (equaling amount of Ringgit) will be charged for renewal of the registration.
A migrant worker who had not been registered with SLBFE before arrival in Malaysia also can apply for late registration at the High Commission. The payment of Rs15200.00 (Equaling amount of Ringgit).
Duly completed SLBFE Worker Registration Form should be submitted to the High Commission together with following documents:
- Original Passport
- A copy of the detail page of the Passport
- A copy of the current visa page
